You could consider advising the ones you fired to get to 99 that when the federal government reverses its mandatory vax mandate, you will be in a position to hire them back (if you want to). Meanwhile, they can apply for unemployment and then you and square any financial losses from their full salary from the time off if/when the government reverses its vax mandate so you hire them back.
