Yeah I do agree. I just know Q is very worried about civil war but also how NG & Miltary OP & martial law looked like USA but was SA so maybe he doesn't mean tribunals here either. Especially since they committed war crimes in many other countries and it would keep military hands clean and from looking like a coup.
