And that they are DISOBEYING them.

It drives them nuts. Like all psychotic totalitarians, they are obsessed with being in control and if someone disobeys them, they hate it.

Evidence: Dic Dan's rants on No Viewing Sunsets, No removing your mask for drinking beer outside, etc.

Civil disobedience is the way.
