I think the fences going up shows their panic about the storm coming. They did it for inaugeration thinking their coup would be discovered, capitol breached and arrests made. That panic went on for months. Now with Trump out and about they see the crowds supporting him and the size of the resistance to their tyranny - then he says Pray for the next 21 days and the fences going back up. Dont get me wrong, I believe they will have a false flag insurrection on the day they have set up but their symbolism will be their downfall.
