You could process all the mail in votes through a machine that is capable of doing this same process. All mail ballots that are marked no are sent to be counted by a bunch of useful idiots at the counting locations. Ballots marked yes are conveniently lost in the mail, and the dopes at the counting locations never knew they existed in the first place. They have probable cause to believe the count is legitimate.
