I believe Durham is a distraction; a boogeyman to keep the Cabal's attention while the real indictments are going on behind the scene.

Durham likely has a few real indictments as part of the overall façade, but nothing like what the Storm will bring.

It would be foolish for the White Hats to place all of their major indictments in the hands of one man.
