Comey was asked directly by congress if (paraphrased quote) "...he would reopen the investigation if any new evidence was found?" New evidence was later found. That left Comey with 2 choices: Refuse to reopen, and contradict his testimony, and heighten the already high public suspicion of a coverup, and put himself in legal jeopardy for obstruction of justice. That would have been very bad public optics.
Or, do what he did, and re-open the investigation, only close it 3 days later while claiming "nothing changed." He picked the latter, which was the least damaging move he could make. Hillary and the gang complaining about what he did is all fake outrage to distract attention away from the fact that had he done what she "wanted" then Comey would have been publicly caught red-handed for lying to congress.
