The organizational apparatus to move migrant workers overseas has been around for decades, so it wouldn't take much to divert the streams to Mexico at short notice. For example in the 1980s, one of the first "risk groups" for HIV/AIDS was Haitians, which originated from migrant workers going over to the Congo in large numbers and bringing back the infection.
