As the legislation states civil suits can be filed against him up to 10k for each occurrence. He has committed a state jail felony and he subject to the removal of his license thru the Texas medical board not Texas State. The state itself will not act and that the beauty of this legislation which does not make it unconstitutional. He can grandstand all he wants but my guess is it will never make it pass the Texas supreme court since the U.S. Supreme court has already made a ruling. By-by baby murder.
