When the Germans occupied Poland in WW II they took this strategy but they didn't confront them with facts, they eliminated them. I'm in no way saying that is what should be done but this is what the Polish resistance and the French resistance did. Don't confront them when they are strongest, separate them from the herd and deal with them...in a peaceful way.
