Daughter is supposed to travel for family event but we were just informed that she will not be offered virtual learning but must follow school policy of quarantining for 10 days due to being unvaccinated. They will be considered unexcused absences. I know there have been legal posts, any help will be appreciated

OP, don't do this, this is not the venue for that. What I would look into is how a policy can mandate an absence and then consider it as unexcused absence. I think there is a disconnect here. Unexcused absence is when a student just disappears on their own accord without agreement between parties. Remember universities come up with the craziest shit thinking everyone will just comply. Don't.
