I believe they want to have their t's crossed and do everything by the book of course. As we are told, these tyrants are fighting for their lives. So the white hats want to make no mistakes, no legal loop hole for these tyrants. Plus, I believe there are many things going on behind the scenes preventing the white hats from just coming out and giving what they have. I believe there is a plan and I know it is very frustrating, waiting makes you very anxious. It will happen when the time is right. This is a major step in the right direction.
