My only thought is that the Capitol should be welcoming to every citizen, at any time. If I needed/wanted to go to the Capitol in Nebraska, I would limit my visit to about a 6 month window. (avoiding snows/cold, tornadoes, etc.) DC has moderate winters and summers (some spikes in temps in both seasons, but you get the drift). I've never actually been in a tornado but I was a couple of towns over when one went through - No, Thank You.
I see what you're saying - I was just thinking of accessibility to families, school trips (winter time), and demonstrations (probably limited to fair weather times).
Winters are pretty harsh, middle of the Plains. Take that into consideration. Don't want a Habitrail capitol city, like Minnesomalia.
