No one votes no on a 1,362 page bill for a single issue nowadays. The only person I know of who always did that was Senator Jesse Helms. He gave a list of things he would never vote for, and he kept his word. The dims would add things he wouldn't vote for on every big bill so he would look bad voting down bills that overall weren't that bad.
