Do I understand correctly that none of these 'shots' are fully approved? And if that is the case no one can mandate, force, threaten, deny benefits to anyone refusing it?
Not even in the military? Not schools, hospitals, restaurants etc.

Per Phizer's website, a vaccine product called "Comirnaty" has been distributed in the EU from at least Dec 2020. So it appears it is in production.
Whether it's the same exact formula as the one they've been forcing on American's is debatable, given the "legally distinct" caveat.
