I had a surgery in 2008 at a large "respected" hospital in Portland. At that time, at least 90% of the nurses on the surgical floor were from Africa - specifically Nigeria and Somalia. Imo, this "shortage" real or fabricated has been going on for a long time to bring in immigrants who are more easily manipulated.

Those African doctors were probably hired over several years. Not in a matter of weeks like New York will have to do in order to not look like idiots.

They'll probably end up using medical students with little experience.
