Part of their plan is to get rid of as many "Healthcare heros" as possible so there will be a massive shortage in staff. Hospitals can't staff so they close floors and there bed count goes down. They can then say they're packed but it's not for lack of beds it's because they have no staff to keep the hospital running at it's intended capacity. Narrative will be get hospital critically over packed because of covid.
