Somebody needs to take charge of messaging coming out of az audit. Iβve seen headlines from multiple sources for questionable ballots anywhere from 20, 50k, 70k, 90k, to 200k. I understand there are different categories of discrepancies, but the inconsistency of numbers promotes confusion and detracts from the credibility.
Yes, the declared numbers for Democrats are twice the number for republicans, but that doesn't mean that the Non Declared are voting for them, i would even suggest that they're Republicans who don't want to speak out with fear of backlash, "Non Declared" doesn't mean not affiliated, just that they don't want to talk about it, and what democrat would not talk about it?
I Think most of the 29.83% is made of Republicans, Libertarians and Independent Voters, since recent times have shown how the average conservative American isn't that willing to openly talk about it.
That being said, really bad take on this numbers, we have really important things coming out of AZ, this doesn't seem to be one of them.
That Being Said(2), This could be still be Fraud Stuff, just masked as "balanced numbers", but in the end they could all still be used to vote in whoever they want.

Bad Headline. "73.8% Democrat or No Party Affiliation" is meshing two numbers together that shouldn't be together.
Democrats: 43.97%, Republicans: 22.21%, Non Declared: 29.83, Independent: 2.55% Libertarian: 1.13% Green: 0.12%
