This can’t be good at all. Does this mean most people are going to freeze to death in their own homes? :( Does this mean they are gonna control who gets heating and supplies this winter as well?

That kind of sounds like what happened in TX this Feb. Some affected, some not. One side of street would have power and the other didn't. Sounds like a test run.
