Not really. If you had a no shave chit, You were required to keep your beard groomed, short, and hygienic. That dude’s beard would have brought down the fury of a thousand knife hands if he was in a marine corps installation. That should be common practice in any branch.

A depends on the branch I guess. UMSC didn’t allow you to have a full bushy beard like that, even with a no shave chit. But that was 13 years ago.
