They are saying if he doesnt take it he cant work. However if he doesnt work then I think the they will terminate him on grounds he didnt work.

I used to work from home before covid. But occasionally they would try to include all the home-based workers in with the same rules for in-house workers. How I got around this was to get a statement from HR (not telling them why) that since I'm home-based the company doesnt cover me with liability insurance; that covers only those working on site. So every time they wanted me to do what on-site people do I told my boss she'd have to get me liability insurance first. Of course she never heard of such a thing (and the insurance cost $10,000/yr per person who wasnt included in the group insurance plan). Checked with legal team, suddenly her demands werent worth her trouble to do this and eventually all home workers were exempt.
Another they tried was to have all of us sign a 'contract', some items there were downright illegal. I told my boss I'm not signing anything until I have a lawyer look at it. She said sign it now or dont bother coming to work tomorrow. So I called a lawyer who advised I 'signed under duress, under threat of termination'. When her bosses saw this, she was terminated.
They all make all kind of rules but once they are afraid of losing $ they usually back off.
