Why would not having fingerprints in a government database be any sort of issue? The government doesn't have my fingerprints; I've never been arrested or worked a job that required fingerprinting or anything, no one has ever taken my fingerprints. So it would seem that's not an important metric at all in this.

I think they meant 'fingerprints' metaphorically, as in any kind of digital traces, like a driver's license, etc.
