In the West the Catholic Church fought to maintain its independence from the state. That was the whole point of the 'Papal States' so that no politician could control the Church.
I really think that the Eastern Orthodox we're under the influence of the Roman Emperor at the time when they schismed from the Church. The Oriental Orthodox didn't have any fairness in representation at Chalcedon.
