Babies' eye color at birth depends on pigmentation. Infants with less melanin tend to have blue eyes that may darken to hazel, green or brown. Infants with more melanin tend to have dark eyes that do not lighten.

It is just as inaccurate to say that most babies have blue eyes as to say that most babies have black eyes. It depends on overall skin color/melanin.
