The continual certainty of existing tyrants VS the throw of a dice which may end up with worse?
I will take the dice every time. Even if the worst of all possible tyrants steps up, being new they wont yet be able to fully flex all that evil, they need time for henchmen recruiting, and so on. Furthermore, with people already alert to shenanigans with corruption in government, the new would-be evil guy will be under lots of scrutiny that will probably detect their wicked motives quite early on.
