I've heard a few variations of the joke, but this is the basic:

"My God man, what happened to that prisoner?" - Sergeant

"I explained why he must follow police orders." - Constable

"But why does he have two black eyes?" - Sergeant

"Because I had to explain it twice." - Constable

It's nothing to clutch your pearl about, just a joke that everyone except you found funny. He got my up-vote.
