Had they doubled down and invaded the Hawai'ian islands after the sneak attack they would have had a major piece of leverage to keep us out of the war, but one doesn't simply kick a hornet's nest and expect the hornets to roll over. Whether or not a Hawai'ian invasion was even feasible at the time is another topic of debate entirely.
