Are the white hats about to shift the core parts of America's internet routing infrastructure over to a block of 157 million IP addresses that the DoD controls?

I was wondering if Facebook, Instagram, and Whatsapp were already transitioned over. I know that the next phase will be the internet routing infrastructure (possibly backbone providers) will be next to be transitioned. Will this take a day or 2 instead of 10 days to complete?

I looks at the whois info for Facebook and the reverse DNS pointer record is: edge-star-mini-shv-01-frt3.facebook.com. I saw SHV and know it is an ICAO airport code for the Shreveport Regional Airport in Shreveport, Louisiana as well as is Barksdale Air Force Base. Perhaps their is a router or node there? SHV also the three letter identifier of the National Weather Service office in Shreveport, Louisiana as well.

NSA built a complex there outside of Barksdale over a decade ago and they have huge server farms there.

I also saw the IP geolocation data points to a data center located Frankfurt, Germany.
