Following the same playbook as all large crime syndicates, use part of their stolen money to bribe law enforcement to look the other way. In this case, a slight modification of the formulaic response.. hiring law-makers. Which are all still bribes.
If we are going to draw on WW2 for inspiration vis a vis the nuremburg trails and laws, maybe lets continue that line of inspiration and give big pharma the IG Farben treatment

I agree with you on punishment being commensurate with the crime being committed, since often even felonies in the billions of dollars has insignificant (if any) jail time and fines abysmal enough to be written off as merely the cost of doing business.. barely even a deterrent.
In terms of what happened post ww2, it was incredibly lenient because scientists, knowhow of the then new and innovative industrial processes developed at the time etc were so sought after that the lure of smuggling out chemists, engineers, physics guys, medical staff and researchers etc was so high it was irresistible. Thats how Wernher von Braun and large numbers of other german luminaries were ensconced in the US and kickstarted a number of industries like the advanced rocketry that resulted in the apollo project and ballistic missiles.

Well, they keep telling us: a time will come when those guys cannot walk down the street, and that means you and your neighbors have to have that Norman Beal moment, " Your mad as hell and your not going to take it anymore," then you get off the couch and chase them out of Government, refuse their poisoned product, and literally chase them out of the neighborhood where they live.
