It's making its way ON THE SURFACE?!? A sub on the surface is like a cork floating on water. On the open sea, that sub is going to get bounced around -- and have some mighty seasick sailors. Guam is well over 1000 miles from the South China Sea.
There's more to this story than someone is letting on.
And BTW, where were the sonar guys? How did they miss whatever it was they ran into? Heads are gonna roll on this one, starting with the captain on down...which, if this is comms, says a lot.
