We need universal background checks for anyone that wants to possess DNA.
Mandatory registration of any clones, whether functional or not, unless they've been created before 1890.
No one should be able to own a clone with 30 chromosomes or more- whether 30 chromosomes or 15 pairs. New York and California have stricter bans of only 10 chromosomes.
No fully-automatic cloning unless you get special approval from the government and the cloning machine was made before 1986.
Cloning viral DNA is banned except for LE/MIL and Government because it can pierce cell walls. Unless it's viral DNA from WWII or earlier, and you can't "remanufacture" it.
If you end up with a mute or overly quiet clone, you need to get approval from the government and pay a $200 tax. Still can't have one in NY.
Current restrictions proposed include "Ghost Clone" laws that make it a federal crime to create your own clone in your garage, even if bitch stewie has a serial number. It will also be illegal to distribute DNA sequences over the Internet.
