Overpopulation is a trope. There is more than enough viable land to support 3 times the world's population. But the elite do not want to share.
I would rather have a lot of things too. But neither you nor I have the right to decide who lives and who dies. We are not God. No human has the necessary wisdom and understanding. Maybe there is a technology right around the corner that will completely change the entire equation. Do you know the future? How would you feel if you supported draconian policies that caused immense human suffering, only to have to say "Oops, guess I was wrong".
So whether the world is overpopulated or not, I don't care. It is up to God and God alone (and maybe natural selection) to make that call. Nothing can ever justify a person taking that decision upon himself. Nothing. Our preferences and values are completely irrelevant here.
Natural selection will take care of them. Humans making these decisions destroys compassion. Compassion keeps us human.

For example, for some infringements the penalty would have to be death (a forfeiture of the right to live). For others it could be community service or some other restitution for the aggrieved party. All the other laws just don't need to be there at all. Like, do we need speeding laws (which are a racket, even if they don't need to be), or should we rather inform people of the real hazards of speeding that aren't an obvious infringement on another's rights (like, for a school zone, the danger to others is difficult to deny, but for the freeway it isn't as clear, i.e. look at the autobahn) and let them choose?
