Congress normally has to approve troop deployments that last longer than 60 days.
If US troops were “secretly” in Taiwan training their forces, did Congress approve this deployment? It’s over the 60 day threshold by far.
If not, is this further proof of devolution in play?
No. Congress does not approve "troop deployments".
Troops go all over, all of the time, for training and relief efforts.
"Declarations of War" must be approved.
I thought the War Powers Resolution of ‘73 changed that? At least it became an issue for Cambodia airlift operations and sending troops to Lebanon in the 80s.
