Without knowing anything else about how Singapore handled the virus, I can see the story in the graph. They were chugging along fine. Then last July they had a minor spike like everyone else did. This cuases them to panic into a mass vaccination program. The virus adapts to not only defeat the vaccine, but to somehow actually use the vaccine as a vehicle to its advantage.
