My first month in my unit I got a quick taste of the spending problem. My company commander spent $30k to replace all the furniture even though there was nothing wrong with it. Turns out the fiscal year was ending and the company had $30k left on the budget. If it's not spent the Army assumes their budget is too high so it will get cut the next year. Told my dad this and he said it was the same way when he served during Vietnam. This is a huge reason military spending doest go down.

Yep, government sector in a nutshell. Unlike the private sector, there is no incentive to cut costs since Congress controls the budget amounts.
