This is a good idea and all and probably true for California, but don't forget there's also other states that have the same problem.
My guess is that with the federal vaccine "mandate" going in, all the federal inspectors that okay cargo contents coming in are quitting. A guy I know who works for TSA at the port says they are overworked and people are quitting. And the backlog of cargo coming in is growing. I haven't asked how things were since the vaccine mandate, but would guess the shortage in inspectors is growing.
