New Orleans is a port city, seems they could just unload there. It's in a red state too.

But New Orleans has an absolute bitch for a Mayor. Never would let it happen. Landreiu started the teardown of statues under the cover of night and Cantrell is shutting down the cities tourism. Highly doubt she'd be on board with easing any bottlenecking. John Bel Edwards is also a D.
