Same situation, same state. They are saying that "No state has the right to override or change rules on federal land". The thinking is that as long as you are traveling onto base and onto federal land, you are under federal control. So if you are not required to go onto federal land, that may not apply.
The primary reason though is that part of the contract agreement with the government ensures that the company complies with the federal guidelines and mandates to keep the contract. So its about those taxpayer millions in contract money in the end. They don't give a shit if it kills your or not, as long as they get that money and keep any awarded contracts.
I have found another contractor out of state that ensures that the contracts allow for exceptions for mandates like this for remote work. I will probably be leaving this company soon.
