The upper echelons of the cabal don't take the jab. The jab is for lower levels of the swamp and the masses. This doesn't mean Billy Goat wouldn't have complications of other sorts like bad reaction from blood ingestion or adrenochrome withdrawals. Hell, I wouldn't put it past Hildawg to spike Bills punch if the heat was getting to close and he knows where she keeps all the bodies. But imo, I doubt his hospital stay is by way of the jab. They know better and fake it.
