Absolutely useless from an incentive point of view because nobody making these decisions in the public sector is paying for it or are personally liable. The point of liability to damages is not just to compensate people for being harmed, but to dissuade people from doing stupid shit in the first place.

It might have more impact if it was for the private sector and made the business liable. Your shareholders wouldn't be happy about being on the hook for an experimental vaccine. Although even this will only go so far as an incorporated business protects shareholders from personal liability.
