I think Trump's point is that he wouldn't need to mandate the vaxx because his words would convince people to take it willingly. I don't know why he can't just come out against the mandate without continuing to laud the vaxx. At this point I'm chalking it up to 'fog of war', but I am tired of hearing him go on about it.
