When laws/ edicts are not enforced, they become mere suggestions. It takes two groups to ensure this: the people and the enforcers, which at the end of the day are the same in that they make up the society of the non-ruling.
In Australia, France, and other countries currently under harsh lockdowns- the people are against the tyranny but the police are "just following orders". The key to freedom is to get the police/ military/ etc to realize that they too are part of the people and that their rights as citizens are also being trampled.

I mean, that doesn't work when the police consider themselves part of the "elite" or are jackbooted thugs with raging hard-ons for power.
