Say someone assaults me like grabbing my shirt and lifting me up off my feet can i legally pistol whip the bitch?

Depends where you are. It can differ by city, and you didn't even provide a country.

Unwanted touch (e.g., grabbing your shirt) is assault. Even spitting on someone is assault. There have even been times that aggressively farting at someone has been ruled as assault. If you get evidence of it their wrongdoing, press charges so they get locked away and you keep your hands clean.
