Movie set guns use blank cartridges, but these can still kill or maim if a person is close to the muzzle. Blanks have a primer (for the hammer to strike) which sets off a gunpowder charge inside the casing, which propels a paper or wax "bullet" down the barrel. The muzzle velocity of these paper/wax projectiles is quite low relative to a real bullet, and they lose their energy rather quickly....they can sting at about 20 yards, but up close they can penetrate skin.
