I watched a video of a doctor (I think it was the guy who was talking about Remdemisvir (sp?) causing kidney failure) who said that in the WHO instructions it says that when administering the shot it is not required to check pull the plunger back(to check to see if the needle is in a vein). he said it's never been that way before.
