I hear they can’t get in because the ports are full. The trucks transporting the goods are very few, since it cannot be and older truck. They can’t transport the goods fast enough. The trucks drive to the border, swap goods to the normal trucks and then drive back. Could this be the reason, instead?

How does that explain why the ships are not being allowed to unload?
Agreed, I don’t buy the truck excuse. The ship unloads the cans, the trucks move the cans to be stacked, the cranes load the stacks on to the trains.
