There is no reason a presidential EO cannot be changed or abolished by a future president.
EO's are not in the Constitution, but they are a natural application of presidential powers.
100% of the power of the entire Executive Branch is vested in the office of the president, per the Constitution. Therefore, EO's are the president carrying out that power, and they ONLY apply to employees within the federal Executive Branch, because they are the president exercising his power, which is limited to (a) the federal government, and (b) the Executive Branch.
