it is multi-faceted and definitely not just trains. California passed laws to keep independent operators from working within CA. They also made it impossible for trucks older than 2018 to operate within California. You are talking about expensive trucks that operate for millions of miles.

Notice, ships and airlines are very rarely targeted when it comes to the environment.
