Not only plausible, but China accomplished a feat very similar to what is described here over a decade ago- and they captured (routed) ALL internet traffic on a global scale. At the time, nobody even knew how it was possible, nor how it was done. And to this day, I have never seen an explanation for what China did, or how they did it. Perhaps this is the trick?
