I think this is a great example of his stilted, jumpy cadence - the hallmark of someone who doesn't know what they are saying, just mindlessly reading someone elses prepared words. Listen to the first 15 seconds. Broken sentences, stilted cadence, incongruence, dissonance. This is simply the first Youtube result of a search for 'Mike Pompeo speech' by the way. Just the top result is all - I didn't have to go hunting for this. Anyway, 15 seconds is all that's required.
Bear in mind as well that he's not in front of an audience delivering this live but in front of a camera, just recording it.
